Competency and Performance of Pattani Governor: A systemic apprisal

Abstract
The indicators of performance achievement in modern leadership can be demonstrated by the competency and performance appraisal using a systemic research approach. Thus the purposes of this study were to evaluate the competency and performance of Pattani Governer in the past 2 years (A.D. 2005-2007). The survey was done by questioning the government officers of both province and district level in the total of 700 respondents, and 300 people were also given the questionnaires. The questionnaires given to the officers or state employees contained 5 parts consisting of general information of the respondents, the perspective attitude, the performance and the competency as well as the expectation on the Governor. The questionnaires provided to the people who visited the provincial hall contained 3 parts, i.e. general information, expectation and the characteristic of the Governor needed. Both set of questionnaires were tested prior to use. The data collected were analyzed by SPSS for Windows program. It was found that both officers and people satisfied the Governor performance at the highest level. During these past 2 years, every aspects on competency and performance of Pattani Governor reached to a very high level which coincided the expectation and the characteristics needed by both officers and the people. It can be concluded that the Pattani Governor had high competency and outstanding performance which are essential to promoting the quality of life in Pattani Province.
