Conceptual Framework of Human Resource Development of an Organization in the 21st Century

Abstract
The research is of a purpose to study theories, concepts and the meaning of human research development as well as thereby to design the developmental plan of a human resource and to search for the preliminary concept relevant to human resource development of the organization in twenty first century. The study, moreover, places emphasis on the developmental process of human resource management, starting an evaluative stage to bring the data as a result to effectively formulate operational plan. Besides, development of the project is based on satisfaction of needs of an organization’s personnel. Assessment of the human resource development project is carried out through taking focus on the main principle; human resource management need to be related to the dynamic of its context, diversity management, knowledge management, mature learning of shareholder alliance and authentic performance - based learning reinforced by limitless human desires. As a result, the conceptual framework of Human Resource development of an organization in the 21st century is hopefully able to pave grounding way to formulation of human resource policy, which is appropriate and all conclusive in response to objectives of the organizations in the competitive era of twenty first century. Its aims is to provide the organization’s staffs with knowledge, skills and experience in the organizational context of transitional and fast changeable and competitive era.
