Research and Development of the School-based Management Model for Small Size Schools in the Upper Northern Region under the Office of the Basic Education Commission

Abstract
The purposes of this research were to study the school-based management conditions and problems, to create the school-based management model for small size schools and to study the results of using model. The methodology was divided into 3 phases. Phase 1 was the study of the school-based management conditions and problems. The data were collected from 969 samples, which were the administrators, teachers and school committee from the schools in upper northern region. Phase 2 was the creation of the model, divided into 2 parts. The first was the creation of model. The resources were research reports, articles, textbooks, and electronic media. The tool was the content analysis. The second was the checking of model. The tools were two sets of questionnaires for checking the model. The information for the model creation was provided by 11 experts. Phase 3 was the study of results of trying the model. The populations were administrators, teachers and school committee of Ban Sam Sob School, Mae Cham District, Chiang Mai Province. The tools were the evaluation forms for the model and testing result evaluation. The data were analyzed in terms of mean and standard deviation. It was found that the conditions were in high level and the problems were in medium level. In addition, the using of the model showed that the model consists of 7 contents, which were model’s objectives, principles, system and mechanism, strategies, process/activity, evaluation, and successive condition. The quality of the standard of the model evaluated was in high level. It was also found that the results of the checking the model was at a high level. For the trying of using the school-based management model, the results of evaluation of the model and the evaluation of the using the model was at high level.
