Abstract
The objectives of this research were to study (1) The role of the Energy Regulatory Commission to set policies and measures to distribute natural gas CNG/NGV. (2) The impact on consumers from natural gas CNG / NGV policies and measures.
Findings of this research were: (1) The Energy Regulatory Commission can’t be truly achieved in the principle of separation of regulation from policy and operation. (2) High-level officials in the Ministry of Energy have a conflict of interest with PTT Public Company Limited. (3) The impact on consumers is mainly due to the fact that PTT Public Company Limited is a monopoly in the natural gas sector.
Recommendations were as follows: (1) Policies: The Energy Regulatory Commission shall have the power to supervise the energy business in its entirety, and the law should not be amended to the government officials in the Ministry of Energy to be directors of energy companies, and the government must open the opportunity to operate natural gas business to other parties. (2) Operations: The problem of NGV gas station must to be solved and the NGV gas filling system will be improved to speed up, and NGV gas policies must be clear to the target groups.
