Abstract
At present, the human resources management was changed from the former concepts that emphasized the control by using the discipline to control the officers’ behavior. This was the centralization and the human beings were the producing factors. They all were changed into the human management so that these processes were called “the strategic management of the human resources”. This was the paradigm shift, There are, it was not to put the former concept on the new one, but it was the integration, because the conceptual framework to research which was to added in the administration and the integrated of every organization. Therefore, the administrators in some organizations would turned their roles from the activities based working, to the result based working, more and more. Besidely, the result based working was more effective in the office, than in the past times, and also the administrators and the members there must played, a part in the strategic human resources management
