Abstract

         The objectives of this study were: (1) to study the status of the schools cooperative management of schools under Uthai Thani Primary Educational Service Area Office 1, and (2) to present the guidelines for the schools cooperative management of the schools under Uthai Thani Primary Educational Service Area Office 1 according to Good Governance. This research applied the Mixed Methods Research consisting of Quantitative Research by collecting the data from 268 samples with the questionnaire having the 0.99 of reliability and using frequency, percentage, mean and standard deviation for the data analysis, and Qualitative Research by collecting the data from 9 key informants with the Semi-structured Interviews and the content analysis for the data analysis.

         The research results were as follows: (1) Overall, the status of the schools cooperative management of schools under Uthai Thani Primary Educational Service Area Office 1 was at the high. (2) The guidelines for the guidelines for the schools cooperative management of the schools under Uthai Thani Primary Educational Service Area Office 1 according to Good Governance consisted of 1) the voluntary and open membership found that  the cooperatives should have the schedule and criterion for  the membership obviously, measure  for controlling the membership, 2)  the democratic member control found that the cooperatives should have the schedule for expressing the opinion and co-decision on their rights and roles, not make the infringement, and listen the opinion in the meeting based on the democracy, 3)  the member economic participation found that the cooperatives should give the opportunities to the member for participating in the investment obviously, open the information about the funds of the member for knowing the data and checking the work process of cooperatives, 4) the autonomy and independence found that the cooperatives should have the schedule and criterion for  the membership fairly, not interfere the other rights and roles of the member, and have self-government fairly, 5) the education, training and information found that the cooperatives should have the schedule and criterion for  the membership in the knowledge and understanding about the cooperative, set the member to pass the basic training, and construct the cooperative knowledge, 6) the cooperation among cooperatives found that the cooperatives should create the norms for the cooperation among cooperatives, not interfere the schools cooperative management, respect the co-decision, and update the regulations accepted, 7)  the concern for communities found that the cooperatives should promote the energy saving, have the ethics in the responsibility on energy consumption in the society, raise awareness to the member in promoting the energy saving
