Factors Influencing Parents' Decision-Making in Enrolling Students in Opportunity Expansion Schools under the Chiang Mai Primary Educational Service Area Office 3

Abstract
The objective of this study is to 1) examine factors influencing parents' decision-making in enrolling students in Opportunity Expansion Schools; 2) formulate proposals for developing educational quality in alignment with parents' needs and 3) validate the accuracy and appropriateness of the proposed educational quality development. The research samples comprised (1) 365 parents of students in Grades 7–9 (Mathayom 1–3), selected through multi-stage sampling (2) 9 key informants for workshop participation and (3) 5 experts for proposal validation. The research instruments consisted of 1) a decision-making factors questionnaire, 2) a workshop meeting record form, and 3) an accuracy and appropriateness evaluation form, with an overall reliability coefficient of 0.96. Data were analyzed using frequency, percentage, mean, standard deviation, and content analysis.
The findings revealed that:
1)The overall level of factors influencing parents' decision-making in enrolling students in Opportunity Expansion Schools under the Chiang Mai Primary Educational Service Area Office 3 was at a high level (mean = 4.24, SD = 0.98). The top three factors that parents considered most important were school reputation, buildings and physical environment, and personnel, respectively.
2)The proposals for educational quality development aligned with the needs of parents enrolling students in Opportunity Expansion Schools under the Chiang Mai Primary Educational Service Area Office 3 covered 7 aspects based on the PDCA quality management process, addressing the roles of administrators, teachers, and parents.
3)The validation of the proposals for educational quality development indicated that the overall accuracy and appropriateness were both at a high level, with a mean accuracy score of 4.22 and a mean appropriateness score of 4.25.
