บทคัดย่อ
บทความนี้มีวัตถุประสงค์ คือ (1) เพื่อศึกษายุทธศาสตร์และกลไกการทำงานของหน่วยงานภาครัฐระดับภูมิภาคและองค์กรปกครองส่วนท้องถิ่นในพื้นที่จังหวัดพิษณุโลกในการป้องกันปัญหาเยาวชนในการเล่นการพนันออนไลน์ (2) เพื่อนำเสนอถึงยุทธศาสตร์และกลไกการทำงานของหน่วยงานภาครัฐระดับภูมิภาคและองค์กรปกครองส่วนท้องถิ่นโดยนำไปสู่การบูรณาการความร่วมมือในการป้องกันปัญหาเยาวชนในการเล่นการพนันออนไลน์ และ (3) เพื่อนำเสนอข้อเสนอแนะในเชิงนโยบายในประเด็นการป้องกันเยาวชนในการเล่นการพนันออนไลน์ วิจัยฉบับนี้เป็นงานวิจัยเชิงคุณภาพซึ่งประกอบ 2 ส่วนคือ 1)การวิจัยเอกสาร และ
2)การสัมภาษณ์แบบเจาะลึก ได้แก่ 1. เจ้าหน้าที่และพนักงานของรัฐระดับจังหวัด และ 2.เจ้าหน้าที่และพนักงานของรัฐระดับท้องถิ่น ผลการวิจัย คือ (1) จังหวัดพิษณุโลกยังไม่มียุทธศาสตร์และนโยบาย หรือมาตรการที่เป็นกรณีเฉพาะต่อปัญหาเรื่องการพนันออนไลน์ และยังไม่มีแผนหรือนโยบายที่มีการแก้ไขปัญหาเยาวชนกับการพนันออนไลน์อย่างเป็นรูปธรรม 2) จังหวัดพิษณุโลกให้ความสำคัญกับการมีส่วนร่วมของสถาบันการศึกษา สถานบันศาสนา ชุมชน และสถาบันครอบครัว ในการเป็นกลไกการทำงานในเรื่องของการแก้ไขปัญหาในเรื่องการพนันออนไลน์กับเยาวชนทั้งในเชิงรุกและรับโดยจะเห็นจากให้ความสำคัญในเรื่องการบูรณาการการลงพื้นที่เพื่อประเมินความเสี่ยง การแจ้งเบาะแส การดำเนินคดี การจับกุม (3 ) ควรแก้ไขเพิ่มเติมกฎหมายที่เกี่ยวข้องให้มีความทันสมัยโดยครอบคลุมกับการพนันออนไลน์ ข้อเสนอแนะ คือ ต้องพัฒนาการปฏิบัติงาน ระบบคิด วิสัยทัศน์ แรงจูงใจ และวัฒนธรรมองค์กร ของหน่วยงานภาครัฐในการดำเนินการเกี่ยวกับการแก้ไขปัญหาเรื่องการพนันออนไลน์ในเยาวชนในพื้นที่จังหวัดพิษณุโลก
