MANAGEMENT OF PUBLIC ORGANIZATIONS IN THE DIGITAL AGE

Abstract
This research objectives were (1) to study the management of public organizations in the digital age, (2) to study the problems and obstacles of management of public organizations in the digital age, and (3) to study the guidelines for developing the management of public organizations in the digital age.
The research was qualitative. The key informants in this study were government administrators, permanent government official, government employees, and public administration academics, totaling of 20 people by a purposive selection. The tools used in the research included an interview form. Data were analyzed by the descriptive summary.
The results found that (1) the management of public organizations in the digital age consisted of Public organization executives who must lead the direction, created a modern corporate, imaged organizational structures in the digital age must be flexible and concise to create agility, adapted quickly, created a culture that encouraged people in the organization to enjoy learning new things, plan manpower to be in line with work trends, developed personnel competency to increase until being able to work fluently, developed information technology systems and various network systems to have high performance and provided materials, modern equipment that facilitates work and creating a learning organization, transfer knowledge to everyone in the organization so that they could access the organization's knowledge sources to apply in their work or creating new innovations, (2) the problems and obstacles in management public organizations in the digital age. It was found that most government personnel still lack the ability, and digital expertise, and some had a bad attitude towards digital technology. Organizational culture was not conducive to change. Moreover, the laws, rules, and regulations were complicated. and the organization's budget was limited, affecting the development of the organization in various dimensions, and (3) the guidelines for the development of management of public organizations in the digital era, it was found that government organizations should set organizational policies regarding improvement and bring digital technology into use in the organization clearly, promoted knowledge and skills for personnel, adjusted your attitude towards digital technology to be positive, creating a digital organizational culture, improved internal work processes to flow seamlessly, be transparent, verifiable, used data to drive the organization. Organizational leaders must be able to adapt to the current situation.
