การศึกษาการประมูลคลื่นความถี่ในประเทศต่าง ๆ

งานวิจัยฉบับนี้มีวัตถุประสงค์เพื่อศึกษาผลลัพธ์และผลกระทบที่เกิดขึ้นภายหลังจากการประมูลคลื่นความถี่ (Spectrum Auction) ในประเทศต่างๆ ซึ่งในแต่ละประเทศมีแนวทางและนโยบายในการกำกับดูแลที่แตกต่างกัน ประเทศที่มีการจัดสรรคลื่นความถี่ด้วยวิธีการประมูลนั้น อาจมีรูปแบบ กระบวนการ ตลอดจนเงื่อนไขที่แตกต่างกันไป เช่น ราคาตั้งต้น (Reserve Price) จำนวนคลื่นความถี่ที่สามารถถือครองได้ (Spectrum Cap) เงื่อนไขของใบอนุญาต รูปแบบการประมูลคลื่นความถี่ เป็นต้น ซึ่งในงานวิจัยฉบับนี้จะรวบรวบและอธิบายผลลัพธ์ภายหลังจากการประมูลคลื่นความถี่ในประเทศต่างๆ ทั้งการประมูลที่ประสบผลสำเร็จและการประมูลที่ไม่ประสบผลสำเร็จ ตลอดจนวิเคราะห์ผลที่เกิดขึ้น เพื่อนำมาเป็นกรณีศึกษาสำหรับแนวทางการกำกับดูแลกิจการโทรคมนาคมต่อไป
