A Study of the Components of Learning Organizations in the Digital Age and Guidelines for Developing Small Schools under the Office of the Basic Education Commission toward Becoming Learning Organizations in the Digital Age

Abstract

This research aimed to: 1) study the components of learning organizations in the digital age; 2) study the guidelines for developing small schools; and 3) develop a model for developing small schools under the Office of the Basic Education Commission toward becoming learning organizations in the digital age. The research employed a mixed-methods research design. The sample consisted of 390 directors or deputy directors of small schools, selected through multistage random sampling. The research instrument was a 5-point rating scale questionnaire with a reliability coefficient of 0.96. Data were analyzed using descriptive statistics and confirmatory factor analysis (CFA). The key informants consisted of 5 experts. The research instrument was a semi-structured interview, and the data were analyzed using content analysis together with thematic coding. The research findings revealed that: 1) the overall components of learning organizations in the digital age of small schools were at a high level (X̄ = 4.17). The results of the second-order confirmatory factor analysis indicated that the model had construct validity and was consistent with the empirical data, with standardized factor loadings in all dimensions exceeding 0.70; 2) the qualitative analysis identified development guidelines covering the management process (POLC) and development methods, including setting direction through a shared digital vision to overcome limitations related to school size, establishing an agile organizational structure, developing personnel through Professional Learning Communities on digital platforms (Digital PLC), and controlling and monitoring through an online supervision system; and 3) the synthesized development model consisted of three main parts: the components of becoming a digital learning organization, development guidelines based on management processes and methods, and systemic success factors emphasizing leadership support and collaborative networks.
