A Paradigm for the Development of Organizational Competencies for Local Administrative Organizations in Special Economic Zones

Changing economic context at the national and regional levels that results in the development of special economic zones, especially the ones along the border, and administrative problems of local administrative organizations (LAOs) have raised some interesting questions related to and led to an exploration of basic paradigms in the development of organizational competencies for LAOs in special economic zones. What is the organizational competency model for local administrative organizations? What are key variables? How to identify the appropriate organizational competency model for local administrative organizations in special economic zones.
The current study explores basic paradigms for the development of organizational competencies for local administrative organizations in special economic zones by reviewing multiple concepts of organizational competencies of local administrative organizations and analyzing similar conceptual features. It was found that a basic paradigm for enhancing organizational competencies of LAOs in special economic zones comprises four dimensions: strategic-managerial based competencies, resources-based competencies, performance-based competencies, and transformation-based competencies.
