บทบาทของสภาองค์กรชุมชนในการเสริมสร้างการเรียนรู้ประชาธิปไตย ของสมาชิกชุมชน

Abstract

งานวิจัยครั้งนี้ มีวัตถุประสงค์เพื่อศึกษาบทบาทของสภาองค์กรชุมชนต่าง ๆ ในตำบลหนองสาหร่าย อำเภอดอนเจดีย์ จังหวัดสุพรรณบุรี ในการเสริมสร้างกระบวนการเรียนรู้เรื่องประชาธิปไตยชุมชน และหาแนวทางในการพัฒนาการเรียนรู้ในเรื่องประชาธิปไตยในชุมชน

ข้อมูลที่ใช้ในงานวิจัยครั้งนี้ ได้จากการสนทนากลุ่ม การสัมภาษณ์เชิงลึกสมาชิกสภาองค์กรชุมชนบางคนที่ยินดีให้ข้อมูล และการสังเกตการแบบไม่มีส่วนร่วม ข้อมูลที่ได้มีลักษณะเป็นข้อมูลเชิงคุณภาพ นำมาวิเคราะห์เนื้อหาสาระและแปลความตามประเด็นที่เกี่ยวข้อง

ผลการศึกษาพบว่า สภาองค์กรชุมชนในตำบลที่ศึกษามีบทบาทในการเสริมสร้างการเรียนรู้ในเรื่องกระบวนการของประชาธิปไตยให้แก่สมาชิกชุมชน โดยเริ่มตั้งแต่การให้ประชาชนมีการกำหนดเป้าหมายเชิงการพัฒนาร่วมกัน กำหนดวิธีการทำงานร่วมกัน สร้างความเข้าใจและสร้างการยอมรับในหลักการประชาธิปไตยให้แก่ประชาชนในพื้นที่ โดยการเผยแพร่ประชาสัมพันธ์ความรู้ที่เกี่ยวข้องกับกระบวนการประชาธิปไตย โดยผ่านกระบวนการแลกเปลี่ยนเรียนรู้ ร่วมคิด ร่วมเสนอแนวทางการพัฒนาและแก้ไขปัญหาของชุมชน

The Role of the Community Organization Council in Promoting Community Democracy Learning

The main objective of this research is to document how the Community Organization Council members in Tambon Nongsarai in Don Jaydee District of Supan Buri Province promote the learning of community democracy. In the process, data were collected through group discussions, in-depth interviews of council members and nonparticipative observation.

It is clear that the Community Organization Council plays an important role in promoting the learning of democratic values and behavior in the community. This process began by stirring interest in the members of the community to have a common development goal. This was followed by creating a clear understanding of democratic principles among the participants, followed by community agreement on the modus operandi. These were achieved by the processes of learning through an exchange of ideas, brainstorming, and presenting the strategies for development and solutions to the problems of the community.
