ความพร้อมของเทศบาลนครเชียงใหม่ในการจัดตั้งกองทุนหลักประกันสุขภาพท้องถิ่น (The Preparedness of Chiangmai Municipality to Set up a Local Health Insurance Fund)

Abstract

การศึกษานี้มีวัตถุประสงค์  เพื่อประเมินความพร้อมของเทศบาลนครเชียงใหม่ในการจัดตั้งกองทุนหลักประกันสุขภาพท้องถิ่น จากการประเมินพบว่า เทศบาลนครเชียงใหม่มีความพร้อมในการจัดตั้งกองทุนหลักประกันสุขภาพท้องถิ่น  เนื่องจากนายกเทศมนตรีมีนโยบายชัดเจนที่จะจัดตั้งกองทุนดังกล่าวในปีงบประมาณ พ.ศ.2556 และได้กำหนดแผนการดำเนินงานอย่างชัดเจน มีงบประมาณเพื่อสมทบกองทุนอย่างเพียงพอตามหลักเกณฑ์ที่กำหนด มีบุคลากรที่มีความรู้ความสามารถเพียงพอที่จะดำเนินงานด้านการบริหารกองทุนและได้เปิดโอกาสให้ประชาชนเข้ามามีส่วนร่วมในการเป็นเจ้าของกองทุน ฯ 

The Preparedness of Chiangmai Municipality to Set up  a Local Health Insurance Fund

The objective of this study was to conduct an assessment of the preparedness of Chiang Mai Municipality in establishing a local health insurance fund.  The result of the assessment indicates clearly that the municipality is well prepared and ready to operate a local health insurance system.  The mayor of the municipality had clear policies and had already planned to set up the local health insurance fund in 2013.  In addition, the municipality has already made a plan to allocate the required budget to the health fund. Moreover, the municipality is staffed with people who are highly capable to manage the fund. Furthermore, the municipality has made it explicitly clear that it will grant opportunities for the residents of the municipal area to contribute and become the co-owners of the fund
