การบริการวิชาการเพื่อการพัฒนาท้องถิ่นของสำนักวิทยบริการและเทคโนโลยีสารสนเทศ มหาวิทยาลัยราชภัฏกลุ่มภาคใต้

บทคัดย่อ
การวิจัยนี้มีวัตถุประสงค์เพื่อศึกษาสภาพการบริหารและการดำเนินงาน ปัญหาและอุปสรรค และแนวทางการพัฒนาการบริการวิชาการเพื่อการพัฒนาท้องถิ่นของสำนักวิทยบริการและเทคโนโลยีสารสนเทศ มหาวิทยาลัยราชภัฏกลุ่มภาคใต้ ใช้วิธีการวิจัยแบบผสานวิธี แหล่งข้อมูลหลักคือ เอกสารเกี่ยวกับการบริการวิชาการ จำนวน 150 เรื่อง ผู้อำนวยการสำนัก จำนวน 5 คน ผู้รับผิดชอบโครงการการบริการวิชาการ จำนวน 122 คน และผู้ทรงคุณวุฒิ จำนวน 5 คน เลือกแบบเจาะจงตามเกณฑ์ที่กำหนด เครื่องมือการวิจัย ประกอบด้วย แบบบันทึกข้อมูล แบบสัมภาษณ์ แบบสอบถาม และแบบประเมิน การวิเคราะห์ข้อมูลเชิงปริมาณใช้การแจกแจงความถี่ ร้อยละ ค่าเฉลี่ย ส่วนเบี่ยงเบนมาตรฐาน ข้อมูลเชิงคุณภาพ ใช้การวิเคราะห์และสังเคราะห์เนื้อหา
ผลการวิจัยพบว่า 1) สำนักวิทยบริการและเทคโนโลยีสารสนเทศ มหาวิทยาลัยราชภัฏกลุ่มภาคใต้ ทุกแห่งระบุเรื่องการบริการวิชาการในยุทธศาสตร์ และส่วนใหญ่ระบุไว้ในพันธกิจ โครงการบริการวิชาการส่วนใหญ่ได้รับงบประมาณแผ่นดิน มีรูปแบบการบริหารโครงการบริการวิชาการโดยสำนักมอบหมายงานให้หน่วยงานจัดทำข้อเสนอโครงการ พิจารณาอนุมัติโดยผู้อำนวยการสำนัก จัดบริการวิชาการในลักษณะไม่คิดค่าใช้จ่าย ในรูปแบบการฝึกอบรม 2) ปัญหาและอุปสรรคสำคัญ ด้านผู้บริหารมีปัญหางบประมาณไม่ต่อเนื่องและไม่เพียงพอ ด้านผู้รับผิดชอบโครงการมีปัญหาการเบิกจ่ายงบประมาณ ภาระงานประจำมาก และขาดแรงจูงใจ 3) แนวทางการพัฒนาการบริการวิชาการเพื่อการพัฒนาท้องถิ่น ประกอบด้วย วิสัยทัศน์ พันธกิจ ยุทธศาสตร์ การจัดการการบริการวิชาการ และพลังขับเคลื่อนความสำเร็จที่มุ่งสู่การเป็นแหล่งการเรียนรู้ตลอดชีวิต การบริหารจัดการในรูปแบบหุ้นส่วนความร่วมมือ การบูรณาการองค์ความรู้ นวัตกรรม และเทคโนโลยีสนับสนุนพันธกิจการบริการวิชาการของมหาวิทยาลัยราชภัฏเพื่อการพัฒนาท้องถิ่น และสร้างความเข้มแข็งของชุมชนท้องถิ่นอย่างยั่งยืนในระบบนิเวศการเรียนรู้ดิจิทัล
