Academic Services for Local Development of the Office of Academic Resource and Information Technology at Rajabhat Universities in Southern Thailand

Abstract

The objectives of this study were to study the management and operation of academic services, the problems of the management and implementation, and the guidelines for the development of academic services for local development of the Office of Academic Resource and Information Technology (ARIT) at Rajabhat Universities in Southern Thailand.The study was conducted using mixed methods. The key information sources were 150 documents on academic services, five directors of the Office of ARIT, 122 staff responsible for academic services, and five purposive selected experts. The research instruments included a data record form, an interview form, a questionnaire, and an evaluation form. For data analysis, quantitative data were analyzed using percentage, mean, and standard deviation; and qualitative data were analyzed using content analysis and synthesis.


The research findings were as follows: 1) All of the Office of ARIT clearly stated academic services in their strategies and, mostly, in missions. Most academic services projects were carried out by receiving intermittent government budgets. The management of the academic services projects was based on project proposals proposed by divisions, assigned and approved by the directors of the Office of ARIT. In addition, the academic service projects were provided without any cost, by training. 2) The major problems of the directors were insufficient and discontinuous budgets, and the project managers 'problems were budget disbursement, a heavy workload and lacked motivation. 3) The guidelines for the development of academic services for local development consisted of vision, mission, strategy, management of academic services, and the driving force of success which focused on becoming a lifelong learning source, a collaborative partnership, an integration of local knowledge, innovation, and technology supporting the mission of academic services for local development of the universities and sustainably strengthening local communities in the digital learning ecosystem.
