The Performance Achievement of the Government Saving Bank Officer Region 8

Abstract

This research is designed (1) to study the performance achievement of the Government Saving Bank Officer Region 8, (2) to study factors affecting the performance achievement of the Government Saving Bank Officer Region 8, (3) to study problems and obstacles in the performance of the Government Saving Bank Officer Region 8, and (4) to suggest ways to invigorate the performance achievement of the Government Saving Bank Officer Region 8.

                        This is a survey research with emphasis on quantitative research. Population comprised of the Government Saving Bank Officer Region 8 total data form 789 persons. The research tools were questionnaires for collecting the quantitative data through surveying opinions of the study sampling subjects who are officers of the Government Saving Bank Region 8 for a total of 266 persons by means of stratified random sampling, and interview forms for collecting qualitative data by in-depth interview of Director of the Government Saving Bank Region 8. The statistics for analyzing the quantitative data consisted of frequency, percentage, mean, standard deviation, and t-test and F-test by One Way ANOVA as well as stratified multi-regression analysis. Qualitative data were analyzed using the inductive analysis and the typological analysis. 

                        Results of the research findings showed that (1) level of the performance achievement of the Government Saving Bank Officer Region 8 scored not less than 80 percent with statistical significance at 0.05, level of the performance achievement of the Government Saving Bank Officer Region 8 at each office was different, (2) the factors in terms of the state enterprise quality assessment system, of motivations, of competency, and of strategic management were considered as factors having positive relationship and influence upon the performance achievement of the Government Saving Bank Officer Region 8, with statistical significance at 0.05;(3) the problems and in the performance of the Government Saving Bank Officer Region 8 came from the internal factors and external factors. The external factors that affected working performance as marketing risk for example the changes of interest rates, the fluctuations in foreign currency exchange rates,   including the political and economic situation. The internal factors that affected to working performance such as the employees lack the skills, knowledge, and expertise which caused the operational delays, the information technology system was not appropriated to employees, the product was not meet the customer’s demand, there were a lot of direct and indirect competitors, and the last internal factor was a restrictions on the rules and regulations of the bank; and (4) From this research there were some suggestions on utilizing the policy and different measures so as to prop up the performance achievement of the Government Saving Bank Officer Region 8, that is, the authority concerned should prioritize the using of government enterprise quality assessment system, motivations, competency, and strategic management as framework in administration of the performance of the Government Saving Bank Officer Region 8.
