ธรรมาภิบาลของผู้บริหารสถานศึกษาในยุคโลกพลิกผัน

บทคัดย่อ

จากภาวการณ์ความผันผวนทางด้านสังคม เศรษฐกิจ และสิ่งแวดล้อมในปัจจุบันที่ได้ทวีความรุนแรงเพิ่มขึ้นอย่างต่อเนื่องและรวดเร็ว สถานศึกษาขั้นพื้นฐานจึงมีหน้าที่สำคัญในการจัดการศึกษาเพื่อสร้างทรัพยากรมนุษย์ที่มีคุณภาพในโลกยุคพลิกผัน บทความวิชาการฉบับนี้ใช้การสังเคราะห์วรรณกรรมเพื่อให้ได้มาซึ่งองค์ความรู้เกี่ยวกับหลักธรรมาภิบาลของผู้บริหารสถานศึกษาในโลกยุคพลิกผัน และแนวทางการพัฒนาธรรมาภิบาลของผู้บริหารสถานศึกษาในโลกยุคพลิกผัน ผลการศึกษาพบว่า ผู้บริหารสถานศึกษาต้องปรับตัวในโลก VUCA World ที่เต็มไปด้วยความผันผวน (Volatility) ความไม่แน่นอน (Uncertainty) ความซับซ้อน (Complexity) และความคลุมเครือของเหตุการณ์ (Ambiguity) และปรากฏการณ์ด้านการศึกษาที่เกิดขึ้นในยุค BANI ที่มีความเปราะบาง (Brittle) เต็มไปด้วยความกังวล (Anxious) สับสนคาดเดายาก (Nonlinear) และเข้าใจยาก (Incomprehensible) ผู้บริหารสถานศึกษาจึงต้องนำหลักธรรมาภิบาล
ซึ่งประกอบด้วยหลักนิติธรรม (The Rule of Law) หลักคุณธรรม (Morality) หลักความโปร่งใสตรวจสอบได้ (Accountability) หลักการมีส่วนร่วม (Participation) หลักความรับผิดชอบ (Responsibility) และหลักความคุ้มค่า (Cost-Effectiveness or Economy) มาปรับใช้ในการบริหารสถานศึกษา โดยหน่วยงานต้นสังกัด
ทางการศึกษาควรพัฒนาธรรมาภิบาลของผู้บริหารสถานศึกษาในโลกยุคพลิกผัน ประกอบด้วย 4 ขั้นตอน คือ
1) ขั้นการสำรวจวินิจฉัยหาความจำเป็นด้านการพัฒนาธรรมาภิบาลของผู้บริหารสถานศึกษา
2) ขั้นการออกแบบการพัฒนาธรรมาภิบาลของผู้บริหารสถานศึกษา
3) ขั้นการนำแผนการพัฒนาสู่การเสริมสร้างธรรมาภิบาลของผู้บริหารสถานศึกษา
และ 4) ขั้นการประเมินผลการพัฒนาธรรมาภิบาลของผู้บริหารสถานศึกษา เพื่อให้ผู้บริหารสถานศึกษามีธรรมาภิบาลและมีสมรรถนะในการรับมือกับความพลิกผันด้านการบริหารสถานศึกษา ตลอดจนสามารถขับเคลื่อนสถานศึกษาให้เผชิญกับความเปลี่ยนแปลงได้อย่างยั่งยืน
