The Development of Human Resource Management Strategy of Schools Under Secondary Education Service Area Zone 41.

Abstract

The objectives of this research were to 1) study states and problems of human resource management as well as factors related to human resource management of schools, 2) develop human resource management strategy of schools, and 3) evaluate human resources management strategy of schools under Secondary Education Service Area Zone 41.            The research results were as follows:

  1. The states, problems of human resource management, and factors related to human resource management of schools under Secondary Education Area Zone 41 could be concluded as follows:

                        1.1  The states of  human resource management of schools were as follows: 1) For planning and recruitment, there was a survey of information and data analysis for  planning manpower to be consistent with organizational strategy and number of personnel, 2)  For performance enhancement, there was a development teachers and educational personnel to  be professional teachers and personnel, 3) For human resource development, there was a development of human resources for enhancing knowledge, skills, attitudes, moral, ethics, and code of ethics of teachers and educational personnel, and 4) For maintenance of human resources, various activities were organized for increasing good relationship between teachers and educational personnel.

                        1.2 The problems of human resource management of schools were as follows: 1) For planning and recruitment, there was too much red tape involved in the recruitment and transfer of teachers and educational personnel, 2) For performance enhancement,, schools did not use evaluation results of the performance of teachers and personnel to improve their performance, 3) For human resource development, follow-ups were not arranged continuously and follow-up reports were not organized within the specified time, and 4) For maintenance of human resources, schools did not continuously provide teachers with suitable welfares and benefits.

                        1.3 The factors related to human resource management consisted of  6 internal factors including 1) structure, 2) service system, 3) personnel, 4) finance, 5) materials and equipments, and 6) management, and 4 external factors including 1) society and culture, 2) technology, 3) economy, and 4) politics and law.

  1. Human resource management strategies of schools under Secondary Education Area Zone 41 consisted of 1) improving manpower planning to get suitable human resources, 2) developing recruitment process to get competent human resources, 3) improving supervision, monitoring, evaluation, and report on performance of human resources systematically and continuously, 4) developing evaluation of work efficiency and effectiveness, 5) developing school administrators’ leadership and vision on educational management,

6) encouraging  human resources to be knowledgeable people and applying technology to develop themselves, 7) coordinating all sectors to participate in developing human resources of schools, 8) improving  provision of welfare to be consistent with need of teachers and educational personnel,  and 9) promoting  admiration of teachers and educational personnel systematically and continuously.

  1. The results of the evaluation of human resource management strategy of schools under Secondary Education Area Zone 41 were found that the vision, mission, goal, strategy, measures, and indicators were congruence, suitable, feasible, and acceptable in the high level and the highest level.
