มาตรการทางกฎหมายการจัดการเมืองในอนาคต ผ่านการมีส่วนร่วมของชุมชนไปสู่การพัฒนาอย่างยั่งยืนเพื่อลดความเหลื่อมล้ำของสังคม: เมืองต้นแบบพิษณุโลก

บทคัดย่อ
การวิจัยนี้มุ่งศึกษามาตรการทางกฎหมายการจัดการเมืองในอนาคต ผ่านการมีส่วนร่วมของชุมชนไปสู่การพัฒนาอย่างยั่งยืนเพื่อลดความเหลื่อมล้ำของสังคม โดยใช้จังหวัดพิษณุโลกเป็นเมืองต้นแบบ ดำเนินการวิจัยเชิงคุณภาพด้วยวิธีการวิจัยเอกสาร และใช้เทคนิคการตรวจสอบข้อมูลแบบสามเส้า ร่วมกับการวิเคราะห์ SWOT และ TOWS Matrix ผลการศึกษาพบว่า พิษณุโลกมีการขยายตัวของเมืองอย่างรวดเร็วแต่ขาดการวางแผนและการจัดการที่เป็นระบบ ส่งผลให้เกิดปัญหาการจราจร สิ่งแวดล้อม และความเหลื่อมล้ำในการเข้าถึงบริการสาธารณะ อย่างไรก็ตาม เมืองมีศักยภาพในการพัฒนาเป็นเมืองที่เดินได้ และมีโอกาสในการพัฒนาระบบขนส่งสาธารณะที่มีประสิทธิภาพ ดังนั้น จึงเสนอแนะให้มีการปรับปรุงมาตรการทางกฎหมายและนโยบายใน 4 ด้าน ได้แก่ (1) การสร้างมาตรการทางกฎหมายด้านการวางผังเมืองและการควบคุมอาคารที่เอื้อต่อการเดินเท้า (2) การพัฒนาระบบขนส่งมวลชนโดยเฉพาะระบบรางและการเชื่อมต่อกับการเดินเท้า (3) การออกแบบถนนตามหลักการถนนสมบูรณ์ และ (4) การสร้างการมีส่วนร่วมของชุมชนในกระบวนการพัฒนาเมืองผ่านกลไกต่าง ๆ ซึ่งต้องอาศัยความร่วมมือจากทุกภาคส่วนในการขับเคลื่อนเพื่อให้พิษณุโลกเป็นต้นแบบของการพัฒนาเมืองที่ยั่งยืนและลดความเหลื่อมล้ำในสังคม
