Management Model of Schools Based on the Concept of Objectives and Key Results (OKRs) under the Office of Phang-Nga Primary Educational Service Area

Abstract

     This research aims to study the current condition and desired state. It is a development model and examination of the management model of educational institutions under the Office of the Primary Education Area of Phang Nga, according to the concept of Objectives and Key Results (OKRs), with a sample group of 101 educational institutions.  The source of information consists of three groups: 1) school directors and heads of four divisions, 2) connoisseurs, and 3) stakeholders. The tools are semi-structured interview forms and a current condition, and a desire state questionnaire. The data were analyzed using frequency distribution, mean, standard deviation, content analysis, PNIModified, propriety, feasibility, congruity, and utility. The research results found that the current and desired conditions are in the form of a collegial model.  Priority needs level was the collegial and the cultural model.
     The research results can be developed into a “Participative Management Achieve” or it can be said that Objective and Key Results” emphasizes target coordinates participation and outcomes. Setting shared goals at the school, workgroup, and teacher levels, the target-setting process is a mutual agreement. Relationship between goals and shared goal-based decision making. The decision-making process is mutually agreed upon by school personnel. The organizational structure is hierarchical and horizontal, linked to the environment through joint decision-making by school personnel using reason in decision-making. The school principal is a leader who initiates goal setting, seeks consensus, emphasizes participation and is a moral leader, and integrates OKRs. There are 5 elements as follows:  1) leadership, 2) participation, 3) responsible person, 4) unity, and 5) organizational culture. Furthermore, the conditions of school directors and personnel. The results of examining the model revealed that the model's elements are highly appropriate, possible, consistent, and beneficial.
