บทคัดย่อ
นโยบายสาธารณะ คือแนวทางหรือแผนการดำเนินงานที่รัฐบาลหรือหน่วยงานของรัฐกำหนดขึ้นเพื่อแก้ไขปัญหาสาธารณะหรือพัฒนาสังคมในด้านต่าง ๆ เช่น เศรษฐกิจ สังคม การศึกษา สาธารณสุข สิ่งแวดล้อม เป็นต้น นโยบายสาธารณะจึงเป็นเครื่องมือสำคัญที่ช่วยให้รัฐบาลสามารถกำหนดทิศทางและแนวทางการดำเนินงาน เพื่อประโยชน์ของประชาชน แต่ในขณะเดียวกันในแต่ละปีก็จะมีสถานการณ์ที่เกิดการเปลี่ยนแปลงตามบริบทโลกทุกมิติ ทำให้นโยบายที่มีอยู่ในปัจจุบันอาจไม่สามารถที่แก้ไขปัญหาหากเกิดสถานการณ์ใหม่ ๆ ที่เกิดขึ้นได้ทันท่วงที ดังนั้นการประเมินผลนโยบายสาธารณะจึงมีความสำคัญเพื่อเป็นเครื่องมือที่ช่วยให้แน่ใจว่านโยบายที่ดำเนินการอยู่ในปัจจุบันไปนั้นมีประสิทธิภาพ มีผลลัพธ์ที่เป็นประโยชน์ที่แก้ไขปัญหาได้ และสามารถปรับปรุงนโยบายให้ดีขึ้นตามสถานการณ์ที่เกิดขึ้นเพื่อตอบสนองความต้องการของประชาชนและประเทศชาติได้อย่างมีประสิทธิภาพต่อไป
