Needs Assessment to Strengthen Innovative Leadership of Secondary School Administrators under the Office of Basic Education Commission

Abstract
Nowadays, most educational institutes lack leaders who can create innovations that lead institutes to meet their goals successfully. It is worth studying components and indicators of innovative leadership. Therefore, this research was aimed 1) to study components and indicators of innovative leadership of secondary school administrators and 2) to study priority needs to enhance the innovative leadership of the secondary school administrators. The suitability of the components and indicators of the innovative leadership was confirmed by a group of 7 experts. The sample group for data collection included 660 administrators and teachers of secondary schools under the Office of the Basic Education Commission. Multi-stage random sampling technique was conducted to draw the samples. The research instruments for data collection were an interview form and a rating scale questionnaire. Collected data was analyzed through mean, percentage, standard deviation, and Modified Priority Needs Index (PNImodified). The research findings were as follows: 1) the innovative leadership of the secondary school administrators showed 4 components and 20 indicators. They were (1) courage with 5 indicators, (2) creativity with 4 indicators, (3) passion with 5 indicators, and (4) building and steering team with 6 indicators. The experts confirmed the suitability of all these components and indicators. 2) The priority needs to enhance the innovative leadership of the secondary school administrators could be ranged in a descending order as creativity, building and steering team, courage, and passion. The results from this research could be implemented into innovative leadership development programs for secondary school administrators.
