บทคัดย่อ
บ้านหนังสือชุมชนในจังหวัดยะลา ประสบปัญหาและอุปสรรคในการดำเนินงานและไม่มีแนวทางการดำเนินงานที่เหมาะสม จึงจำเป็นต้องวิจัยเพื่อ (1) ศึกษาสภาพและปัญหาการดำเนินงานโครงการบ้านหนังสือชุมชนจังหวัดยะลา (2) ศึกษาความต้องการในการพัฒนาการดำเนินงานโครงการบ้านหนังสือชุมชนเพื่อส่งเสริมการอ่านแก่ประชาชนจังหวัดยะลา (3) เสนอแนวทางการพัฒนาการดำเนินงานโครงการบ้านหนังสือชุมชนเพื่อส่งเสริมการอ่านแก่ประชาชนจังหวัดยะลา กลุ่มที่ศึกษา ได้แก่ ผู้บริหาร กศน.อำเภอ ครู กศน.ตำบล บรรณารักษ์ห้องสมุดประชาชนอำเภอ เจ้าของบ้านหนังสือชุมชน และอาสาสมัครส่งเสริมการอ่าน จำนวน 220 คน ประเมินแนวทางโดยผู้เชี่ยวชาญและผู้เกี่ยวข้อง จำนวน 11 คน วิเคราะห์ข้อมูลโดยหาค่าร้อยละ ค่าเฉลี่ย และการวิเคราะห์เนื้อหา ผลการวิจัยพบว่า (1) สภาพการดำเนินงาน พบว่า สถานที่ตั้งส่วนใหญ่เป็นบ้านเจ้าของสถานที่ กิจกรรมส่งเสริมการอ่านส่วนใหญ่เป็นการวาดภาพระบายสี ในขณะที่ปัญหาการดำเนินงาน พบว่า ขาดวัสดุอุปกรณ์และสิ่งอำนวยความสะดวก ขาดการประชาสัมพันธ์กิจกรรม สื่อไม่หลากหลายและไม่ตรงกับความต้องการ (2) ความต้องการในการพัฒนาการดำเนินงาน ได้แก่ สนับสนุนงบประมาณให้เพียงพอ สถานที่ตั้งควรอยู่ใกล้กับชุมชน และมีการนิเทศอย่างต่อเนื่อง (3) แนวทางการพัฒนาการดำเนินงาน ประกอบด้วย 5 ด้าน คือ 1) ด้านการบริหารจัดการ 2) ด้านสถานที่และสิ่งอำนวยความสะดวก 3) ด้านการจัดกิจกรรมส่งเสริมการอ่านและสื่อ 4) ด้านการนิเทศ ติดตามและประเมินผล และ5) ด้านการมีส่วนร่วมของชุมชนและเครือข่าย จากผลการวิจัยนี้ สำนักงาน กศน.จังหวัดและ กศน.อำเภอ ควรนำแนวทางนี้ไปใช้ในการพัฒนาบุคลากรและผู้เกี่ยวข้องให้มีความรู้ ความเข้าใจการดำเนินงานบ้านหนังสือชุมชนและพัฒนาให้มีความพร้อม เหมาะสมต่อการให้บริการประชาชน
