A Need Assessment for Human Resources Management in Accordance to Enhancing Education Equity of Small Schools

Abstract
The problems of Basic Education in Small Schools of Thailand required to develop, the research aimed to study the framework of human resources management and education equity of small schools and to assess the needs for human resources management in accordance to enhancing education equity of small schools. The samples of the study were 390 Small Schools under the Office of Basic Education Commission. Participants were school administrators and teachers. Data were collect using evaluation form to testify feasibility and appropriateness of the conceptual framework and questionnaires. The data were analyzed by frequency, percentage, mean, standard deviation, and Modified Priority Needs Index (PNImodified). The results were as follows:1) the framework of human resources management consisted human resourcing, human resource performance and development, and human resource retention. The framework of education equity consisted horizontal equity and vertical equity. 2) human resources management in accordance to enhancing education equity of Small Schools need to be developed in the area of human resource retention at the most, follow by human resourcing and human resource performance and development.
