Evaluation of the DLTV satellite distance learning project of Ban Na Seung School, under the jurisdiction of Surat Thani Primary Educational Service Area Office 2, using Robert E. Stake's project evaluation model.

Abstract

This research aimed to evaluate the Distance Learning via Satellite (DLTV) project at Ban Na Seung School in three aspects: 1) initial factors, 2) operational processes, and 3) project outcomes. An evaluative research model based on Robert E. Stake's evaluation model was used. The target group consisted of 1 administrator, 7 responsible teachers, 7 school committee members, 43 parents, and 43 students from grades 2-6, selected using purposive sampling, totaling 101 participants. The research instruments included questionnaires and interviews with all stakeholders. Data analysis employed basic statistics, including mean and standard deviation, and content analysis.

The research findings indicated that: 1) Initial factors were rated highly, demonstrating the project's suitability and a positive response to the school's teacher shortage, although limitations in technical personnel and budget may affect long-term sustainability. 2) Operational processes were rated highly, indicating a systematic and planned implementation, but improvements to the quality of signal receiving equipment are needed for greater project effectiveness. 3) Outcomes were rated highly, highlighting improved academic achievement and enhanced self-learning skills among students. The project received positive feedback from all stakeholders and has sustainable practices, both in teacher development and equipment management, to maintain learning quality.
