The local government roles of the management in the special economic zones: a case study of Bang Sai Yai Subdistrict Municipality, Muang District,Mukdahan Province

Abstract

              The purposes of this qualitative research, the local government roles of the management in the special economic zone: a case study of Bang Sai Yai Subdistrict Municipality, Muang District, Mukdahan Province, were to study the roles of Bang Sai Yai subdistrict municipality in the special economic zone in Mukdahan Province and the problems and obstacles to development in the special economic zone, Mukdahan Province. These lead to create the suggestions in order to make a guideline for the economic development in the special economic zone, Mukdahan Province by using in-depth interview and group conversation as research tools to collect data from Ban Sai Yai Subdistrict Municipality, related government agencies, community leader and stakeholders in Ban Sai Yai Subdistrict, Muang District, Mukdahan Province.
             The results of research 1.The roles of the management of the local government is to propel economic growth in the special economic zone in Bang Sai Yai Subdistrict Municipality, Muang District, Mukdahan Province under Determining Plan and Process of Decentralization to Local Government Organization Act and the Municipality Act. Therefore, committees who were acknowledged the guideline of the operation propel the economic growth. Also, the committee were the coordinators between the public organization (government agencies) and the community in Ban Sai Yai Subdistrict Municipality.
             2.There were 9 problems and Obstacles to the operation for development in the special economic zone, Mukdahan Province as follows: 1) the sharp rise in land price 2) Large industrial factories which led to the environmental problems, diseases, and the diversity of people which led to the social problems 3) security issues and crime problems 4) public health issues 5) waste problems 6) a change of city plan 7) the unclear government economic growth plan 8) international communication problems; and 9) people lack of realization of the effect and awareness of what happened.
            3.A guideline for the economic development in the special economic zone, Mukdahan Province was divided into public health issues, social issues and economic growth issues. The first issue was public health issues. Ban Sai Yai Subdistrict Municipality was able to solve the immediate problems and then coordinate with provincial public health to continue solving the problem. The second issue was the social issues which were 1) drug problem which took much time to deal with needed the coordination with local people and police officers; moreover, fostering good thoughts from family were also important 2) accident and traffic problems: this problems were overcome by operation of the police officers, highway district commissioners and the sugarcane planters association 3) immigration problem: there had to be technological system for screening foreign immigrants who wished to work as laborers, and this must coordinate with local police officers, soldiers, and the community leaders 4) problem of changing lifestyle of local people: local people needed to adapt their lifestyle because of the change.
