AWARD-WINNING MODEL MANAGEMENT OF LOCAL GOVERNMENT ORGANIZATIONS ACCORDING TO GOOD GOVBERNANCE: CASE STUDY OF NONTHABURI, LOPBURI, AND RATCHABURI PROVINCES

Abstract
The goal of this research are as follows: (1) study the model management of local administrative organizations that have been recognized for good management practices through case studies of Nonthaburi, Lopburi, and Ratchaburi provinces; (2) investigate recommendations for the model management of these organizations through case studies of Nonthaburi, Lopburi, and Ratchaburi provinces; and (3) analyze the process of developing a model of good local management for local administrative organizations. This qualitative study examined 24 local government executives who won awards for effective governance in 2023. The participants were purposively selected and interviewed using a semi-structured format. Data was analyzed descriptively and compared to existing theories.
The research found that (1) the administration of model local administrative organizations that have received awards for good management: a case study of Nonthaburi, Lopburi, and Ratchaburi provinces found that there is planning for workforce readiness, personnel development, and the creation of morale and motivation in performing duties. Budget expenditures take into account the benefits that the public will receive. Planning is participatory, with work division, coordination, and internal organizational control being systematic. Employees are given opportunities to make decisions and express their opinions, and modern information technology is used, (2) the recommendations for model governance of local administrative organizations that have received awards for good management: A case study of Nonthaburi, Lopburi, and Ratchaburi provinces found that the organization's procurement must comply with the law, use the budget efficiently, involve citizens in management, improve public service efficiency through technology, and develop the capabilities of personnel to be up to date, and (3) Guidelines for creating a good local administrative model for local administrative organizations include, 1) effective utilization of human resources; 2) taking into account the advantages that individuals should derive from carrying out their responsibilities; 3) offering opportunities for stakeholders and individuals to engage in the formulation and resolution of local issues; 4) having a well-functioning organizational structure; 5) delegating decision-making authority and granting freedom to express constructive opinions; 6) utilizing information technology for internal management of the organization; and 7) emphasizing transparency, accountability, and disclosure.
