A COMPARATIVE STUDY OF LEGAL FRAMEWORKS FOR PROTECTING AND PROMOTING THE QUALITY OF LIFE OF THE ELDERLY IN THAILAND, JAPAN AND THE UNITED KINGDOM

Abstract
This research aims to explore theoretical concepts and development approaches of laws concerning the protection of rights and the promotion of quality of life for the elderly in Japan and the United Kingdom. The study examines the content, documents, and theoretical concepts of laws related to the protection of rights and the promotion of quality of life. The findings indicate that, according to the first objective, the various laws in Thailand are fragmented and insufficient to guarantee rights and effectively enhance the quality of life for the elderly comprehensively. For the second objective, Thailand should establish a system for the care and assistance of the elderly, categorized by groups or conditions. For instance, elderly individuals who can still manage self-care in the long term should receive preventive and health-promoting services under their entitled rights and benefits. Concerning the third objective, Thailand should have a fundamental law or consolidate laws with similar content, or objectives related to the protection of rights and the promotion of the quality of life of the elderly. This would facilitate access to enforceable laws and enable the development of outdated or impractical laws, and the enactment of new laws to support long-term elderly care policies.
