THE MANAGEMENT OF THE ENVIRONMENT AND THE CRISIS SITUATION IN THE ZHANG RIVER BASIN, LAMPANG PROVINCE

Abstract
This research aims to: 1. analyze the general conditions, causes, obstacles, and management of the Zhang River Basin. 2. study community participation in conserving the Zhang River Basin environment. 3. propose guidelines for the conservation and preservation of the Zhang River Basin environment. Data collection was conducted through a questionnaire survey of 229 community members and interviews with 15 environmental management leaders in the Zhang River Basin. The research was divided into two phases: 1) collecting basic data on community participation in environmental management in the Zhang River Basin and analyzing the data using content analysis and descriptive statistics, and 2) facilitating participatory processes using the A-I-C technique (Appreciation, Influence, and Control).
The study revealed that. 1) The overall state of environmental management in the Zhang River Basin is affected by a shortage of water for domestic use, agriculture, water pollution, drought, and contamination from agricultural chemicals. Overall,community participation in environmental management of the Zhang River Basin is at a high level (x̄ =3.51) 2.Regarding community participation in the management and conservation of the Zhang River Basin, it was found that the use of the A-I-C process yielded the following results: 1) Appreciation Stage: The community has a sense of awareness and appreciates the value of the Zhang River for sustaining life. There is community-based management through organic farming activities, leading to the formation of the “Hug NumZhang Group”, 2) Interaction Stage: The community understands conservation and environmental protection. They participate in the landscape rehabilitation of the Zhang River pathway to keep it clean. Short-term, medium-term, and long-term plans have been developed, and 3) Control Stage: The community has appointed a committee to manage the Zhang River Basin. Regulations and guidelines have been established for the care, conservation, and protection of the environment from the upstream, midstream, and downstream areas. 3) Regarding the management, conservation, and preservation of the Zhang River Basin, it was found that the community has been actively promoting public awareness, developing a community plan with community participation in establishing regulations, following the guidelines for the conservation and preservation of water resources.
