Abstract

This study aimed to: (1) examine the level of organizational commitment among personnel; (2) evaluate job characteristics, organizational relationship factors, and organizational structure factors; and (3) investigate the relationships between these factors and their impact on organizational commitment among personnel within the Medium-scale Water Resources Development Division. Data were collected using a questionnaire administered to a sample of 250 personnel from the division under the Royal Irrigation Department. The collected data were analyzed using descriptive statistics, including percentages, means, and standard deviations, as well as Pearson’s correlation coefficient to assess the relationships among variables.

The findings indicated that the overall organizational commitment of the personnel was at a high level. Among the components of organizational commitment, the highest-rated aspect was the willingness to exert effort on behalf of the organization, followed by the desire to remain a member of the organization.Regarding job characteristics, the overall rating was also high. The aspect receiving the highest score was job security, followed by job autonomy. In terms of organizational relationship factors, the results were similarly high, with the relationship between supervisors and subordinates receiving the highest rating, followed by peer relationships. Furthermore, organizational structure factors were evaluated at a high level. The most prominent component was leadership and role modeling by executives, followed by communication channels and operational procedures.

The study found that all three factors—job characteristics, organizational relationships, and organizational structure—significantly influenced all dimensions of organizational commitment. It is therefore recommended that organizations implement a clear career development plan, alongside training programs or knowledge-sharing initiatives, in order to strengthen employee commitment.
