Abstract

This research aimed to: 1) examine the current conditions of methods and procedures for monitoring the implementation of the Sustainable Development Goals (SDGs) in Chiang Mai Province; 2) design a monitoring system that aligned with the implementation of the SDGs in Chiang Mai Province; and 3) propose guidelines for enhancing the effectiveness of SDG implementation in Chiang Mai Province.
This study was qualitative in nature. An interview guide was used as the research instrument for data collection. The key informants consisted of executives of Chiang Mai Province who were purposively selected based on their continuous involvement and experience in SDG-related operations. These informants were able to provide in-depth information regarding implementation processes and operational challenges.
The research findings revealed that: 1)The current methods and procedures for monitoring the implementation of the SDGs in Chiang Mai Province lacked systematic data integration. As a result, the data were fragmented, inconsistent, and difficult to evaluate comprehensively. In addition, personnel involved in the process demonstrated limited understanding of the SDGs and faced constraints related to resources; 2)Regarding the design of the monitoring system, the researcher developed a prototype system that responded to the roles of stakeholders at different levels. The system was capable of storing project data linked to the SDGs in a centralized database and generating dashboard reports to support data analysis and policy decision-making; and 3)The proposed guidelines for enhancing the effectiveness of SDG implementation in Chiang Mai Province included the establishment of a provincial-level centralized data center with coordinators at both district and provincial levels to ensure systematic and continuous data management. The use of centralized data and policy analysis tools, system usage training to reduce redundant workloads, and continuous system development accompanied by annual evaluations were also recommended. These approaches were expected to strengthen the effectiveness of SDG implementation in Chiang Mai Province.
