IMPROVING THE BUILDING CONSTRUCTION LICENSE SYSTEMS OF THE ENGINEERING DIVISION OF PHICHAI TOWN MUNICIPALITY, LAMPANG PROVINCE

Abstract
This research aimed to examine: 1) the process of providing construction permit services of the Engineering Division of Phichai Municipality; 2) the problems and obstacles in providing construction permit services of the Engineering Division of Phichai Municipality; and 3) guidelines for improving the construction permit issuance system of the Engineering Division of Phichai Municipality, Lampang Province. The research instrument used was in-depth interviews. The sample was selected through purposive sampling. The key informants included the Head of the Finance Division of Phichai Municipality, government officials and municipal employees of Phichai Municipality under the Engineering Division, and members of the public who utilized residential construction permit services, totaling 18 informants.
The findings of the research revealed that:
1) The construction permit service process of the Engineering Division of Phichai Municipality had clearly defined procedures in accordance with official regulations; however, problems persisted regarding supporting documents for applications, coordination among internal departments, and delays in processing time. These problems were caused by limitations in personnel, technology, and the public’s understanding of the permit application procedures.
2) The problems and obstacles affecting service efficiency indicated that, although the construction permit service process of the Engineering Division followed standardized and legally compliant procedures, issues remained concerning the public’s understanding and delays in the review process due to the complexity of the procedures.
3) The guidelines for improving the construction permit issuance system of the Engineering Division of Phichai Municipality, Lampang Province, emphasized the development of digital systems to enhance convenience and speed, the preparation of public information manuals to clearly explain procedures, the reduction of redundant steps, and the enhancement of staff capacity in order to improve service efficiency and public confidence.
