บทคัดย่อ
การวิจัยครั้งนี้มีวัตถุประสงค์ (1) เพื่อวิเคราะห์บทบาทขององค์กรปกครองส่วนท้องถิ่นต่อการพัฒนาคุณภาพชีวิตคนพิการในจังหวัดนนทบุรี (2) เพื่อประเมินสภาพปัญหาและอุปสรรคของบทบาทขององค์กรปกครองส่วนท้องถิ่นต่อการพัฒนาคุณภาพชีวิตคนพิการในจังหวัดนนทบุรี และ (3) เสนอแนวทางใน
การพัฒนาบทบาทขององค์กรปกครองส่วนท้องถิ่นต่อการพัฒนาคุณภาพชีวิตคนพิการในจังหวัดนนทบุรี เป็นการวิจัยเชิงคุณภาพ ผู้ให้ข้อมูลสำคัญ ได้แก่ ผู้บริหารองค์กรปกครองส่วนท้องถิ่น 6 คน เจ้าหน้าที่องค์กรปกครองส่วนท้องถิ่น 6 คน ตัวแทนผู้ปกครองหรือผู้พิการ 8 คน รวม 20 คน โดยการคัดเลือกแบบเจาะจง เครื่องมือที่ใช้ในการวิจัยคือแบบสัมภาษณ์ ทำการวิเคราะห์ข้อมูลโดยใช้การสรุปความแบบพรรณนา
ผลการวิจัยพบว่า (1) บทบาทขององค์กรปกครองส่วนท้องถิ่นต่อการพัฒนาคุณภาพชีวิตคนพิการในจังหวัดนนทบุรี ได้แก่ การส่งเสริมดูแลสุขภาพ การให้การศึกษา การจ่ายเบี้ยความพิการ การส่งเสริมอาชีพและรายได้ และการจัดสภาพแวดล้อมที่อยู่อาศัยให้เอื้อต่อการดำรงชีวิต (2) สภาพปัญหาและอุปสรรคบทบาทขององค์กรปกครองส่วนท้องถิ่นต่อการพัฒนาคุณภาพชีวิตคนพิการในจังหวัดนนทบุรี พบปัญหาด้านงบประมาณ ด้านผู้ปฏิบัติงาน ด้านอำนาจหน้าที่ การมีส่วนร่วมของคนพิการ และอาคาร สถานที่ และสิ่งอำนวยความสะดวกสำหรับผู้พิการ และ (3) แนวทางในการพัฒนา พบว่า ควรบูรณาการความร่วมมือกับภาคส่วนต่าง ๆ ที่เกี่ยวข้อง ควรกำหนดนโยบายในการส่งเสริมคุณภาพชีวิตคนพิการที่ชัดเจน สร้างทัศนคติที่ดีต่อคนพิการ การปรับปรุงอาคาร สถานที่ และจัดการจัดสิ่งอำนวยความสะดวกให้เอื้อต่อการให้บริการ สร้างและขยายเครือข่ายคนพิการ และส่งเสริมความรู้ในการปฏิบัติงานของเจ้าหน้าที่
