การถอดบทเรียนโครงการขับเคลื่อนเศรษฐกิจและสังคมฐานรากหลังโควิดด้วยเศรษฐกิจ BCG ประเทศไทย (U2T for BCG)

การจับความรู้ที่เกิดขึ้นภายหลังการดำเนินงานเพื่อให้ผู้มีส่วนได้ส่วนเสียรู้สึกตื่นตัวและผูกพันกับงานและนำไปสู่การวางแผนในอนาคตในการศึกษาวิจัยครั้งนี้ มีวัตถุประสงค์เพื่อถอดบทเรียนในโครงการขับเคลื่อนเศรษฐกิจและสังคมฐานรากหลังโควิดด้วยเศรษฐกิจ BCG ประเทศไทย (U2T for BCG) เป็นการวิจัยเชิงคุณภาพ เป็นการวิเคราะห์เอกสารโดยใช้แบบบันทึกข้อมูลแบบมีโครงสร้างที่มีลักษณะเป็นแบบปลายเปิดที่ผ่านความเห็นชอบแล้ว นำเก็บรวบรวมข้อมูลด้วยการสังเคราะห์สรุปรายงาน และวิเคราะห์ข้อมูลด้วยการจัดหมวดหมู่ข้อมูลจากเอกสารงานที่ศึกษาโดยตรง ผลการศึกษาพบว่า 1) ภาพรวมการดำเนินงานในพื้นที่กรุงเทพมหานครและปริมณฑล ภาคเหนือ ภาคกลางและภาคตะวันออก ภาคใต้ และภาคตะวันออกเฉียงเหนือ (ภาคอีสาน) รวม 77 จังหวัด 2,319 โครงการ 199 สถาบัน 3,566.28 ล้านบาท 2) ปัจจัยความสำเร็จ ปรากฏผลที่เกิดความใหม่ใน 7 ประเด็นสำคัญ 3) ปัญหา อุปสรรค ที่พบมี 7 ประเด็นสำคัญ และ 4) แนวทางการแก้ไขการดำเนินงานในอนาคตที่เน้นและให้ความสำคัญกับการสร้าง/ผลิต/พัฒนา/ดูแล/รับผิดชอบ/ให้ความสำคัญ/มีความชัดเจน (หลักเกณฑ์/บทลงโทษ/หลักการ/นโยบาย)/ประชาสัมพันธ์/จัดกิจกรรม (ต่อเนื่อง/ต่อยอด)/รายงาน(สรุปผลเริ่ม-ระหว่าง-สิ้นสุด) แสดงให้เห็นถึงความสำเร็จในการขับเคลื่อนด้านผลิตภัณฑ์และบริการในพื้นที่ได้อย่างชัดเจนสำหรับใช้ประกอบการวางแผนในอนาคตได้จริง ทั้งนี้มีข้อเสนอแนะที่สำคัญเพื่อให้เกิดความยั่งยืนของการดำเนินงานและสร้างความเข้มแข็งให้กับพื้นที่ได้อย่างแท้จริงควรมีการสนับสนุนการดำเนินงานอย่างต่อเนื่อง และมีการติดตามประเมินผลการดำเนินงานอย่างต่อเนื่อง
