This essay explores the evolution of the China’s overseas study industry and its associated intermediary agencies from 1949 to the present. From a state of near non-existence in the mid-20th century to its current thriving condition, the industry has become a significant topic in discussions about the broader education sector in modern China. This study seeks to understand the key events and underlying causes that have shaped this transformation.

By analyzing historical policies, official documents, and their broader socio-political contexts, this essay highlights how the industry has adapted to shifts in national and international politics, fluctuating supply and demand for educational resources, and socio-economic developments across different eras. The analysis underscores the interplay between policy regulation and industry growth, revealing patterns of resilience and adaptation in response to changing circumstances.

The findings of this research contribute to a deeper understanding of Chinese international education, the evolving landscape of education policy, and the potential trajectory of intermediary agencies in a post-pandemic world. It also offers insights into how global and domestic factors have jointly influenced the industry, providing a foundation for future studies on international education and its governance.
