บทคัดย่อ
งานวิจัยนี้มีวัตถุประสงค์เพื่อศึกษาตัวแบบการพัฒนานโยบายนโยบายการจัดการศึกษาปฐมวัยสำหรับเด็กกลุ่มชาติพันธุ์เพื่อการสร้างความยุติธรรมทางสังคม พื้นที่เขตพัฒนาเศรษฐกิจพิเศษจังหวัดตากและจังหวัดตราด โดยใช้ระเบียบวิธีวิจัยเชิงคุณภาพ ผลการศึกษา พบว่า ตัวแบบการพัฒนานโยบาย ประกอบด้วย 1) การพัฒนากระบวนการนโยบายโดยระบุความสำคัญและจำเป็นต่อการพัฒนา สร้างการมีส่วนร่วมของภาคีการพัฒนา และพัฒนาสิทธิและความสามารถในการพิทักษ์สิทธิของกลุ่มชาติพันธุ์ และ 2) การพัฒนาเนื้อหานโยบายโดยสร้างความเสมอภาคของโอกาส การเข้าถึงและคุณภาพการศึกษา และสร้างความสอดคล้องของระดับนโยบาย กติกาสากล กับบริบทของพื้นที่ ทั้งนี้ นโยบายต้องมีเป้าหมายเพื่อตอบสนองต่อหลักการการสร้างความยุติธรรมทางสังคมด้านการศึกษา
