บทคัดย่อ
การศึกษานี้มีวัตถุประสงค์เพื่อศึกษาสภาพการให้บริการรถไฟ และศึกษาปัจจัยที่ส่งผลต่อการยกระดับคุณภาพชีวิตของประชาชนต่อการให้บริการรถไฟ รวมถึงประเมินผลกระทบของการให้บริการรถไฟเชิงสังคมที่มีต่อคุณภาพชีวิตของประชาชน เพื่อเสนอแนวทางในการพัฒนารูปแบบการให้บริการรถไฟเชิงสังคมที่ตอบสนองต่อหลักความเสมอภาคในการเข้าถึงบริการ และศึกษารูปแบบการให้บริการรถไฟเชิงสังคมในต่างประเทศที่ประสบผลสำเร็จ และนำมาใช้เป็นแนวทางเปรียบเทียบสำหรับการพัฒนานโยบายด้านระบบขนส่งมวลชนเพื่อสังคมในประเทศไทย การวิจัยนี้ใช้วิธีวิเคราะห์เอกสาร ภายใต้กรอบแนวคิดบริการสาธารณะเชิงสังคม แรงจูงใจในการให้บริการสาธารณะ ความเสมอภาคในการเข้าถึงบริการ ค่าโดยสารเชิงสังคม และการพัฒนาสังคมฐานราก ผลการศึกษา พบว่า การให้บริการสถานีรถไฟชุมพรมีส่วนสำคัญในการลดความเหลื่อมล้ำทางสังคมและพื้นที่ โดยเฉพาะในกลุ่มเปราะบาง ทั้งในด้านค่าใช้จ่าย โอกาสทางการศึกษา สุขภาพ และการประกอบอาชีพ อย่างไรก็ตาม ยังพบข้อจำกัดด้านความถี่ของขบวนรถ ความสะดวกในการเข้าถึง และคุณภาพบริการที่ยังไม่ทั่วถึง แนวทางการพัฒนา ได้แก่ การเพิ่มความถี่ของรถไฟ การออกแบบสถานีแบบ Universal Design การจัดระบบค่าโดยสารที่ยืดหยุ่นและเป็นธรรม การส่งเสริมการมีส่วนร่วมของชุมชน และการพัฒนาสถานีให้เป็นศูนย์กลางเศรษฐกิจชุมชน นอกจากนี้ บทเรียนจากต่างประเทศ เช่น นโยบายรถไฟฟรีของเอสโตเนีย ระบบรถไฟต้นทุนต่ำในอินเดีย และบัตรโดยสารสวัสดิการในอังกฤษ ยังสามารถนำมาปรับใช้เพื่อยกระดับระบบรถไฟเชิงสังคมของไทยได้อย่างมีประสิทธิภาพ สะท้อนให้เห็นว่าการพัฒนาระบบขนส่งสาธารณะไม่เพียงเป็นเรื่องของโครงสร้างพื้นฐาน แต่ยังเป็นเครื่องมือสำคัญในการสร้างความเสมอภาค ยกระดับคุณภาพชีวิต และส่งเสริมการพัฒนาสังคมฐานรากอย่างยั่งยืน
