Developing strategies under the policy of learning and teaching English reform in schools towards ASEAN community under the Office of Chiangmai Primary Education Service Area Office 3.
Abstract
The purposes of this research are 1) to study problems and factors affecting learning and teaching English, 2) to investigate development of strategies under the policy of English teaching and learning reform, 3) and to evaluate strategies under the policy of learning and teaching English reform of schools towards ASEAN community under the Office of Chiangmai Primary Education Service Area Office3. The population of this study are administrators, English teachers in primary and lower secondary schools in academic year 2014 in the Office of Chiangmai Primary Education Service Area Office 3. There are 152 schools in 5 districts; Fang, Mae-aei, Chaiprakarn, Chiangdao, and Wianghang. There are 152 English primary school teachers and 50 English secondary school teachers. Therefore, the number of the population is 354. Data were analyzed by frequency, mean, percentages, and standard deviation.
The results of this research are shown that the main problems of learning and teaching English are that students had different basics and they had negative attitude towards English. The teachers were not professional due to their lacks of English teaching knowledge and understand. English activities are not run continuously. Schools lacked of learning materials and equipment and were also far from cities. There is no enough room to organize teaching English. Schools also had problems with evaluation and measurement. Teachers did not have good skills to write analytical examination questions. Students could not read questions. Many factors affecting teaching English in schools are in high levels. Firstly, English abilities of teachers, they should create learning plans. Secondly, teachers should make authentic evaluation and measurement. Next factor is the differences of races. Final factor is family contexts of students.
The results of developing strategies under the policy of learning and teaching English reform in schools under the Office of Chiangmai Primary Education Service Area Office 3 found that there were 5 strategic issues, 8 strategies ,27 standards and 27 indicators. First strategic issue, it is related to policy and curriculum composed of a strategy rushing policy of learning and teaching English according to Common European Framework of Reference for Languages (CEFR).This framework will be mainly focused to manage and administrate learning and teaching English in schools. Second strategic issue, teaching method of teachers was composed of a strategy upgrading learning and teaching English abilities of English teachers and a strategy giving solving problems of English teachers. Third strategic issue, qualifications of English teachers was composed of a strategy developing proficiency and skills in English to teachers systematically. Forth strategic issue, managing environment to support learning and teaching was formed by a strategy encouraging English special classes, a strategy supporting teachers to develop technological media of learning and teaching English, and a strategy encouraging positive attitudes towards English of students and parents and creating environment supporting to learning English of students. Fifth strategic issue, it is related to evaluation and measurement composed of a strategy improving assessment and evaluation process of learning and teaching of English teachers.
The evaluate strategies under the policy of learning and teaching English reform of schools towards ASEAN community under the Office of Chiangmai Primary Education Service Area Office3 found the experts considered that the appropriate in the most level.
