Public administration research is science that helps to solve and answer the questions that are related to the government. The sector is diverse and complex, with all the activities carries out in the form of state control, regulation and supervision according to law. The public service will continue until the various activities conducted in cooperation with the private sector for diverse and complex structure is a large number of command systems at multiple levels. A monitoring the performance of the government intensifies makes public new rules have increased. So it is a contentious issue of debate continued long past how to improve the performance of the government, how should the work culture of government be. The government has also been criticized all the time about the inefficiency of the huge project, the system and culture that are not modern. Cultural backwardness of the state is that the slow response to public demand and is charged with the most serious misconduct, fraud or corrupts among government officials and politicians. The Government itself understands the various sections and tries to improve all the time.

          At the present, the government in all countries tries to monitor and evaluate oneself to be taken to improve it. So the government plays essential role for the survival and growth of the country. As long as there is a government that means there are still problems that need to be solved and updated better and as long as there are challenges that need to be improved. As long as there are some research to find answers and how to seek answers that have been recognized to be the answer to reliability than the other way is to find solutions that are based on scientific inquiry.
