Model Regulation on Welfare Benefits and Other Remuneration of Officers and Employees in Plublic Organizations

Abstract

This research on the model Regulation on welfare, benefits and other remuneration of officers and employees in public organizations aims to (1) investigate concepts, theories and principles related to welfare, benefits and other remuneration of officers and employees in public organizations, (2) explore legal measures related to welfare, benefits and other remuneration of officers and employees in public organizations of international, foreign, and Thailand laws, (3) analyze problems related to welfare, benefits and other remuneration of officers and employees in public organizations, (4) find out the approach to solve the problems related to welfare, benefits and other remuneration of officers and employees in public organizations, and (5) conduct the model Regulation on welfare, benefits and other remuneration of officers and employees in public organizations. This research applied a qualitative research methodology consisting of documentary research, in-depth interview, and focus group. The findings revealed that Section 24 of the Public Organization Act B.E. 2542 and Amendments specify the public organization committees responsible for general supervision of the enterprise and the operation of public organization, as well as issuance of rules, announcements, or regulations regarding human resources management. However, in case of welfare, benefits and other remuneration of officers and employees in public organizations, it does not provide the standards or apparent policy framework in managing welfare and remuneration in the same direction. Without the policy from the government sector to direct these organizations to develop the standardized welfare structure, it leads officers and employees to get inequality of benefits and remuneration. Therefore,  the researchers suggest the creation of the model Regulation on welfare, benefits and other remuneration of officers and employees in public organizations with         the legal structure as follows: definition, Chapter 1: Committee, Chapter 2: Welfare, Chapter 3: Other Benefits, Chapter 4: Other Remuneration, Chapter 5: Provident Fund, Chapter 6: Operational Compensation, Chapter 7: Welfare, Benefits, and Other Remuneration, and Transitory Provisions.
