Guidelines Development the Operations of Internal Quality Assurance Systems in Schools Affiliated with the Special Education Center, Efficiency Promotion Network 7, Phitsanulok

Abstract
This study aimed to examine the conditions and challenges of implementing an internal quality assurance system in schools and to explore ways to improve these processes within schools under the Special Education Center, Efficiency Promotion Network 7, Phitsanulok. The sample included 210 administrators and teachers, selected using Krejcie and Morgan's sample size determination and stratified sampling methods. Data providers included 17 experts, utilizing the Delphi technique. The tools employed were questionnaires and interviews, with data analyzed using frequency, percentage, mean, and standard deviation.
The research found that: (1) the overall condition of the internal quality assurance system operations within schools was at a high level, with the highest mean score in the area of developing quality-focused educational management plans according to educational standards, and the lowest mean score in the area of evaluation and inspection of internal educational quality; (2) the most common problem in the operations of the internal quality assurance system was that schools lacked a clear, self-defined framework or tool for self-assessment to monitor and improve the institution; (3) recommended guidelines to enhance the operations of the internal quality assurance system include: 1) analyzing the context of the school by allowing all stakeholders to participate through various channels, 2) clearly communicate the development of operational plans or budget plans to all parties, 3) align activity plans, projects, and indicators with the considerations and standards set and announced by the school, 4) enable all sectors to participate in the assessment of educational standards development and quality inspection, 5) establish clear measures for monitoring performance in conjunction with the school's committee, and 6) report self-assessment results to the parent organization and the public through various channels.
