THE SPECIAL ECONOMIC DEVELOPMENT ZONE DRIVEN PROCESS OF THE EASTERN REGION

Abstract

                The research aimed to study policy transmission and implementations, policy response, obstacle and progress as well as impact evaluation and policy measures to special economic zone development policy drive in Amphoe Khlong Yai,Trat Province including Amphoe Aranyaprathet and Amphoe Watthana Nakhon, Sa Kaeo province. The research used mixed method both survey and qualitative research. The results showed that the policy transmission consisted of three main steps as follows: policy formulation step, determine the area plan special economic zone step as well as activity and project formulation step. Moreover, it was found that the people in Trat and Sa Kaeo provinces overall, the level of policy response is quite high. In addition to the research found that the 3 important factors are The problem of clear boundary between Thailand and Cambodia. Legal issues Problems of the adjustment of development strategies in special economic zone and problems of public participation the progress of the project was focused on economic infrastructure development and common factors being obstacle to the policy drive were as follows : unclearness concerning Thai-Cambodia border, legal problem, problem concerning strategic adjustment the policy and people participation. Finally, the impact evaluation found that distributes justice was rarely negative so recommendations of research for win-win solution were people participation promotion and application of Sufficiency Economy Philosophy of King Bhumibol’s science used in the development of special economic zones.
