TITLEAN EVALUATION OF STATE WELFARE POLICY: A CASE STUDY LAD KRABANG DISTRICT

Abstract

               The objectives of this research was to study the conditions, problems, and outcomes of the implementation of the state welfare policy in Lat Krabang district and to apply the data obtained from the research to develop, plan, improve, and formulate the state welfare policy to ensure improved quality and efficiency. This was a quantitative study which explored the opinions of some state welfare card holders in Lat Krabang district by asking them to evaluate this policy in three aspects – the policy content, process, and outcomes.
               The study indicated that the samples in Lat Krabang district regarded that the state welfare policy is appropriate at a high level. Concerning their personal background information and its effect on their opinions about this policy, it was identified that the difference in their gender did not result in a difference in their opinions about this policy; the difference in their age resulted in a difference in their opinions about the policy content and process, but not difference in their opinions about the policy outcomes; the difference in their occupation contributed to a difference in their opinions in all aspects; the difference in their income did not result in a difference in their opinions about the policy content and process, but there was a difference in their opinions about the policy outcomes; a difference in their educational level did not result in a difference in their opinions about the policy content and process, but it resulted in a difference in their opinions about the policy outcomes; and a difference in the types of their state welfare cards Using different cards affecting the opinions about the state welfare card policy in all aspects, with statistical significance at the level of .05
               Suggestions to improve the state welfare card policy .The content of the government should be publicized. Encourage more merchants in the community to join the project, in terms of welfare in the card, which is different between the cardholder who resides in Bangkok and its vicinity with cardholders living in other provinces, there should be compensation for cardholders in other provinces to receive benefits in other ways instead, such as receiving a proportion in the matter increased travel costs etc. about the process should open applications for low-income people to join the project once more to allow the state welfare card policy to cover more low income people who have not applied to join the more program. As the result, new government should continue to follow this policy, because it is the policy that alleviates suffering people's livelihood
