CAPACITY BUILDING MEASEURES FOR IMMIGRATION WORKER MANAGEMENT IN FISHING COMMUNITY OF EASTERN SEABOARD PROVINCES: A CASE STUDY OF LAEMSING DISTRICTS CHONTRABURI PROVINCE AND KLONGYAI DISTRICT TRAT PROVINCE

Abstract

               The purposes of this research were to study the impacts of migrant workers before and after the ASEAN Community participation, government mechanism, private and community sectors. The guidelines for the potential increase in migrant labor administration in the Eastern Coastal Provinces. The mixed method approaches of quantitative and qualitative research were employed in this study. Documentary research and interview as the qualitative research methodology were used. The research findings revealed that the comparative results before and after the participation of the ASEAN Community reflected different effects in terms of economics, social aspects, politics and government, as well as, public health. Pregovernment mechanism private and community sectors were studied by comparing between the ideal roles and actual roles. The research found that public hospitals and fishery entrepreneurs showed their commensurating roles. The ideal and actual roles based on the laws showed the conflicting roles between Fisheries Association and Marine Police Division. The result of potential increase in migrant labor administration was consisted of 10 guidelines: annual migrant worker registration, fair registration fees, heavy legal punishment for government officers who were involved in labor trafficking, the establishment of migrant worker centers, the centers of complaints in the communities with migrant worker employment, heavy legal punishment for people providing shelters for the migrant workers with the illegal work, separation of benefit management and migrant labor protection from Social Security Act, rewarding for whistle-blowers leading to the arresting of illegal labor brokers, double-inspection and result extension of labor trafficking process, and paying of social security contribution made by the migrant workers to prevent them from frequent job mobility.
