PUBLIC EXPENDITURES IN DIMENSION OF HUMAN CAPITAL DEVELOPMENT

Abstract
In order to develop the country, apart from the steady economic growth and the widespread distribution of resources, the important thing for sustainable development is the "people". So that all sectors of the country must help together develop "human capital" for the country because it is impossible to develop sustainably without developing people. Considering the national strategy on public expenditure, it is found that nearly half of all expenditures are invested in human resources. However, human resources development must take time to develop, therefore, it is a long-term investment, and necessary to pay the long-term expenses, the most public spending will be paid to the Ministry of Education. If it is well effective, there must be clear evaluation of how much money should be invested in human capital and how much should be returned on investment.
