THE DEVELOPMENT OF THE HEAD OF OFFICE OF THE MINISTER POTENTIAL MODEL FOR QUALITY PERFORMANCE IN THE DIGITAL AGE

Abstract
The main goals of this study were to: 1) identify the essential elements that could make up the minister for quality performance's head office in the digital era; and 2) design and establish a hypothetical model for such office, and 3) create a manual that will serve as a guide for any future growth of the minister's office's head position for high-quality performance in the digital era. This research also included qualitative and quantitative research methods. The qualitative information was gathered through in-depth interviews with top and middle managers, government employees, and subject matter experts in focus groups. By using content analysis, the qualitative data were evaluated. The government officials and civil servants of Thailand's ministry completed 300 questionnaires, which provided the quantitative data. A statistical program was used to examine the quantitative data utilizing percentage, mean, standard deviation, and factor analysis.
According to the research, there are seven key elements that make up the prospective model for the head of the minister's office for quality performance in the digital era. The 1st key component was Desired Qualities of the Head of Office of the Minister, which was broken down into three subcomponents: Leadership, Coordination, and Connectivity. The 2nd key component, Administration of the office of the ministers, included two subcomponents: Organization Management and Strategic Management. The 3rd key component was Apply the digital technology with organization which comprised 2 subcomponents: 1) Digital Literacy Skill and 2) Digital Governance, Standard and Compliance. The 4th key component was Crisis Management which comprised 3 subcomponents: 1) Preparation for the mission, 2) Assessment and Control of crisis situations, and 3) Management of continuity of the team. The 5th key component was Ethics management which comprised 2 subcomponents: 1) Good Governance management and 2) Democratic Administration. The 6th key component was International Mission Support which comprised 2 subcomponents: 1) Ceremonial and Diplomatic Skill and 2) Foreign Language Skill. The 7th key component was Rules and regulations management which comprised 2 subcomponents: 1) Knowledge of regulations, 2) Structure of internal data resources, and 3) Knowledge of internal management. The guideline manual of potential development of the head of office of the minister for quality performance in the digital age comprised 2 parts. Part 1: Introduction to the guideline manual, and Part 2: The potential development guideline for the head of office of the minister consist of 2 categories: Category 1 Organization: 1) Administration of the office of the ministers 2) Ethics management and 3) Rules and regulations management, Category 2 Mobility: 1) Desirable Characteristics of the head of office of the minister 2) Apply the digital technology with organization 3) Crisis Management and 4) International Mission Support. The model and the guideline manual of the development model of the head of office of the minister's potential for quality performance in the digital age were unanimously approved by experts for the appropriateness in application.
