ACHIEVEMENT OF BUILDING MANAGEMENT UNDER THE BUILDING CONTROL ACT B.E. 2522 IN NONTHABURI PROVINCE

Abstract

This research aimed to (1) examine the effectiveness of building management under the Building Control Act B.E. 2522 in Nonthaburi Province; (2) identify problems and obstacles in its implementation; and (3) propose approaches for improving building management under the Act. The study employed a qualitative research design. Data were collected through semi-structured interviews with 20 key informants, comprising local administrators, operational personnel, and members of the public. The data were analyzed using descriptive analysis.
The findings revealed that: (1) building management under the Building Control Act B.E. 2522 in Nonthaburi Province was systematically and transparently implemented in compliance with the law. Officials possessed appropriate knowledge and skills, law enforcement was consistently carried out, and public participation was evident at certain stages. Operations were supported by personnel, budgets, equipment, and information technology to enhance inspection and public services; (2) major problems and obstacles included limited public understanding of relevant laws and permit procedures, insufficient personnel, budgets, and equipment, and certain legal provisions that were not fully consistent with current urban conditions; and (3) proposed improvements comprised seven areas: enhancing public knowledge and understanding, developing personnel and management systems, strengthening inspection and law enforcement mechanisms, revising relevant laws, ensuring adequate allocation of personnel and resources, promoting public participation, and applying digital technology to improve transparency and convenience in building management.
