บทคัดย่อ
การวิจัยเรื่องมีวัตถุประสงค์เพื่อ (1) ศึกษาผลสัมฤทธิ์การบริหารจัดการอาคารตามพระราชบัญญัติควบคุมอาคาร พ.ศ. 2522 ในจังหวัดนนทบุรี (2) วิเคราะห์ปัญหาและอุปสรรคการบริหารจัดการอาคาร
ตามพระราชบัญญัติควบคุมอาคาร พ.ศ. 2522 ในจังหวัดนนทบุรี และ (3) เสนอแนวทางการปรับปรุง
การบริหารจัดการอาคารตามพระราชบัญญัติควบคุมอาคาร พ.ศ. 2522 ในจังหวัดนนทบุรี เป็นการวิจัย
เชิงคุณภาพ ผู้ให้ข้อมูลสำคัญ ได้แก่ ผู้บริหารท้องถิ่น เจ้าหน้าที่ผู้ปฏิบัติงาน และประชาชน จำนวน 20
คน เป็นการคัดเลือกแบบเจาะจง เครื่องมือวิจัย คือแบบสัมภาษณ์กึ่งโครงสร้าง วิเคราะห์ข้อมูลโดยสรุป
ความแบบพรรณนา
ผลการวิจัยพบว่า (1) ผลสัมฤทธิ์การบริหารจัดการอาคารตามพระราชบัญญัติควบคุมอาคาร พ.ศ. 2522 ในจังหวัดนนทบุรี มีการบริหารจัดการมีความเป็นระบบ โปร่งใส และสอดคล้องตามกฎหมาย เจ้าหน้าที่มีความรู้ ความสามารถ และทักษะการปฏิบัติงานอย่างเหมาะสม มีการบังคับใช้กฎหมายอย่างต่อเนื่อง ประชาชนมีส่วนร่วมในบางขั้นตอนของกระบวนการบริหารจัดการ การดำเนินงานได้รับการสนับสนุนด้วยบุคลากร งบประมาณ และเครื่องมือที่เพียงพอในบางด้าน พร้อมมีการใช้เทคโนโลยีสารสนเทศเพื่อ
เพิ่มประสิทธิภาพในการตรวจสอบและให้บริการประชาชน (2) ปัญหาและอุปสรรคสำคัญ ได้แก่ การขาด
ความเข้าใจของประชาชนเกี่ยวกับกฎหมายและขั้นตอนการขออนุญาต ข้อจำกัดด้านบุคลากร งบประมาณ และเครื่องมือ รวมทั้งกฎหมายบางมาตราที่ไม่สอดคล้องกับสภาพปัจจุบันของเมือง และ (3) แนวทาง
การปรับปรุงประกอบด้วย 7 ประเด็นหลัก ได้แก่ การเพิ่มความรู้ความเข้าใจของประชาชน การพัฒนาระบบและศักยภาพเจ้าหน้าที่ การเพิ่มประสิทธิภาพกลไกตรวจสอบและบังคับใช้กฎหมาย การปรับปรุงกฎหมายที่เกี่ยวข้อง การจัดสรรบุคลากรและทรัพยากรให้เพียงพอ การส่งเสริมการมีส่วนร่วมของประชาชน และการใช้เทคโนโลยีดิจิทัลเพื่อเพิ่มความโปร่งใสและความสะดวกในการบริหารจัดการอาคาร
