PERFORMANCE EFFECTIVENESS OF THE ENGINEERING DIVISION OF LOCAL GOVERNMENT ORGANIZATIONS, BANGYAI DISTRICT, NONTHABURI PROVINCE

Abstract
This qualitative study aimed to: (1) examine the effectiveness of the performance of the Engineering Divisions of local government organizations in Bang Yai District, Nonthaburi Province; (2) investigate problems and obstacles encountered in the performance of the Engineering Divisions of local government organizations in Bang Yai District, Nonthaburi Province; and (3) propose guidelines for enhancing the performance effectiveness of the Engineering Divisions of local government organizations in Bang Yai District, Nonthaburi Province. The key informants comprised 22 local administrators, directors of Engineering Divisions, engineering officers, and public administration scholars who were purposively selected. The research instrument was a semi-structured interview. The data were analyzed using descriptive content analysis.
The research findings revealed that: (1) the performance effectiveness of the Engineering Divisions of Local Government Organizations in Bang Yai District, Nonthaburi Province, was reflected in systematic planning, monitoring, personnel participation, supportive leadership, motivation, ethical practices, innovation promotion, personnel development, and community engagement. However, limitations were found in personnel, budgets, equipment, and resources. Monitoring and evaluation were conducted systematically based on established standards; (2) the major problems and obstacles included insufficient and inadequately skilled personnel, limited and outdated budgets and resources, complex administrative systems, organizational structures, legal and regulatory constraints, and insufficient community cooperation; and (3) the proposed guidelines emphasized systematic development of personnel, systems, and work processes, enhancement of personnel competencies, appropriate allocation and modernization of resources, and increased community participation in monitoring and inspection. These measures were expected to strengthen the overall performance effectiveness of the Engineering Divisions.
