บทคัดย่อ
การวิจัยนี้มีวัตถุประสงค์เพื่อ (1) ศึกษาประสิทธิผลการปฏิบัติงานของกองช่างองค์กรปกครองส่วนท้องถิ่นในอำเภอบางใหญ่ จังหวัดนนทบุรี (2) ศึกษาปัญหาและอุปสรรคในการปฏิบัติงานของกองช่าง
องค์กรปกครองส่วนท้องถิ่นในอำเภอบางใหญ่ จังหวัดนนทบุรี และ (3) เสนอแนวทางในการพัฒนาประสิทธิผล
การปฏิบัติงานของกองช่างองค์กรปกครองส่วนท้องถิ่นในอำเภอบางใหญ่ จังหวัดนนทบุรี เป็นการวิจัยเชิงคุณภาพ ผู้ให้ข้อมูลสำคัญ ได้แก่ ผู้บริหารท้องถิ่น ผู้อำนวยการกองช่าง เจ้าหน้าที่กองช่าง และนักวิชาการด้านรัฐประศาสนศาสตร์ จำนวน 22 คน คัดเลือกแบบเจาะจง เครื่องมือวิจัย คือแบบสัมภาษณ์ วิเคราะห์ข้อมูลโดยสรุปความแบบพรรณนา
ผลการวิจัยพบว่า (1) ประสิทธิผลการปฏิบัติงานของกองช่างองค์กรปกครองส่วนท้องถิ่นในอำเภอบางใหญ่ จังหวัดนนทบุรี ด้านการบริหารจัดการ มีการวางแผน ติดตามงาน และส่งเสริมการมีส่วนร่วมของบุคลากรทุกระดับ ด้านภาวะผู้นำของผู้บริหารมีทั้งการสนับสนุนบุคลากร การสร้างแรงจูงใจ การยึดมั่นคุณธรรม และการส่งเสริมนวัตกรรม ด้านความรู้และความสามารถของบุคลากรได้รับการพัฒนาผ่านการอบรม การถ่ายทอดความรู้ และการส่งเสริมทักษะที่จำเป็น ด้านทรัพยากรและงบประมาณยังมีข้อจำกัดด้านบุคลากร งบประมาณ และอุปกรณ์ ด้านการมีส่วนร่วมของชุมชนมีเวทีรับฟังความคิดเห็นและเปิดโอกาสให้ตรวจสอบ ด้านการกำกับติดตามและประเมินผลครอบคลุมทุกขั้นตอน มีเกณฑ์มาตรฐาน (2) ปัญหาและอุปสรรค พบว่า บุคลากรไม่เพียงพอและขาดความเชี่ยวชาญ งบประมาณและทรัพยากรไม่เพียงพอหรือล้าสมัย ระบบบริหารงาน โครงสร้างองค์กร กฎหมายและระเบียบซับซ้อน ความร่วมมือกับชุมชนยังไม่ราบรื่น (3) แนวทางพัฒนาประสิทธิผล ควรเพิ่มจำนวนและพัฒนาศักยภาพบุคลากรให้มีความเชี่ยวชาญมากขึ้น การจัดสรรงบประมาณและปรับปรุงทรัพยากรให้ทันสมัย และส่งเสริมความร่วมมือกับชุมชนอย่างจริงจัง
